"En cas de rapport nombre de ligne de commande SOCIETÉ sur nombre de commandes SOCIETÉ supérieur à 2, le coût de la ligne si la commande comporte plus de X lignes est fixé à: Y euros par ligne."

I'm unsure if this is simply stating a price per line when an order of X+ lines is submitted using 3 or more purchase orders or if something else is being said here. Thank you in advance for your help!

Thanks! After further reading of the text (which included a sample calculation in an appendix) I understood that the billing unit in this industry (packing) is one line on an order (an "order line"), so that the definitions of "ratio" and "order" that you propose are indeed the right concepts (I doubted it when I asked the question, particularly since the ratio wasn't presented in the format I expected, A:B, or even as a fraction, but as an integer). Basically, the text is saying that if the average number of lines per order (i.e., number of order lines divided by number of orders) from a given COMPANY is greater than 2 AND any one order has more than X lines, the per line cost on that order will be set at Y euros per line.
