I'm having trouble figuring out what "ce qui" refers to here. It seems to me that it should be referring to voice over data (as not entirely replacing the PSTN), but my reading of the grammar doesn't seem to support that. My error or the author's?
OK! It's just an odd thing for the author to say: that because Service A is not regulated like Service B, Service A doesn't replace Network X. But bad thinking is not my problem. I was mainly worried about my grammar! Thanks!
