French term or phrase: ce qui n'en fait pas le remplaçant
"La voix sur données n'est toujours pas régulée comme de la voix par l'ARCEP, ce qui n'en fait pas le remplaçant complet du RTC (attribution de no en 087BPQ, service universel."

I'm having trouble figuring out what "ce qui" refers to here. It seems to me that it should be referring to voice over data (as not entirely replacing the PSTN), but my reading of the grammar doesn't seem to support that. My error or the author's?
