Ok, after reading that, here's what I think - it is referring to the paragraph before, but I would say it is both the supplier reference list, as well as reference letters, since the second paragraph of Article 12 requires them to provide customer testimonials (reference letters). Article 14 seems to be suggesting how to put the document together. For the bullet point, I would suggest "supplier reference list and testimonials."
