Nina, IMO the term publics is simply used to cover groups with differing disabilities; the person is capable of adapting his/her offer to individuals' specific needs within a group or to a group's collective needs, I presume. Hope that's clearer !

Publics is what I do not quite understand: is it the large public of disabled persons? Or disabled persons that the state has in care?
