This must clearly mean something very specific but I can't seem to find it.
Lucy, the author is using a simple analogy to express how much the wine and spirit industry brings to the French Economy. Depending on your target audience, you may want to change the analogy for something more relevant in the UK... fighter jet maybe?
Explanation: Rafale is a French twin-engine, canard delta wing, multirole fighter aircraft designed and built by Dassault Aviation.
The military industry is a part of the french economy so it's normal to use it to compare the incomes of each economic sector ;)
