Vertrag durch den eine Gebietskörperschaft (Land, Gemeinnde...) einem Versorgungs- oder Verkehrsunternehmen das ausschließliche Recht einräumt, die Einwohner mit Strom, Gas, Wasser, oder Verkehrs- und Freizeitleistungen zu versorgen und dabei erlaubt öffentliche Straßen und Plätze für die Verlegung der Leitungen etc... zu benutzen.

Das betrifft hier die Stadt SPA und das Thermalbad, denn die Stadt hat die Firma Spa Monopole gemäß vorhergehender Abkommen/Verträge als Konzessionsnehmer für das Thermalbad bestimmt/eingesetzt.
