あまり自信はありませんが･･･。

文脈を知らないと少々わかりにくいのですが、 "acteur" という語の意味は元々確かに「俳優・役者」ですね。そうすると、たとえば多分ここでは投資の世界の "majeur" な "acteur" とう比喩的な表現が使われているのではないかと思います。"majeur" が「大きい、他よりもっと重要な」というような意味ですので、最初の部分を試訳しますと「欧州の有力な（投資企業）」などとなるかも知れません。ただこちらの文からは "acteur" が今ひとつどんな実体なのか判然としないのですが。発展性のある商活動を行うと読めばやはり個人ではなく企業の方が適切であるかも知れません。
