Не знаю точно, как теперь называют военные наших штатских. Если верить словарю, то перевод мог бы быть таким:

Мы называем "шпаками" всех, кто не является военным.

Хотя контекста не видно, но мне кажется, что соль анекдота в переводе слова civil (не только "штатский", но и "учтивый, вежливый"). Поэтому вторую фразу я бы перевел так:

Ах, да, точно также как наш брат (штатский) называет военными всех невеж.
