Explanation:
Se supone rotundamente que no existen (o existirán en caso de que se trate en realidad de una norma) vicios (de carácter) visibles/manifiestos.

Apparent: qui est bien visible, qui apparaît clairement.

Creo que en este contexto es casi un falso amigo de "aparente", ya que esta palabra puede llevar a engaño al interpretarse "vicio que lo parece pero que no lo es".
