I put the query Gewerbeberechtigung on a few days ago and business licence was what I chose from the replies. However, I'm not sure what to do with the above term which appears on a form to be filled in by potential managers/owners of a service station. They are asked "Gewerbefähig?"

An Internet search did not provide any further insight on this, but I know from translating employment contracts for managing directors that a managing director must be "eligible to act as a director". This does not mean that they possess any specific licenses, etc. to assume such a position. Instead it means that there is no previous (court) ruling forbidding them from assuming a management position. Circumstances which would disqualify someone from assuming a management position would be for instance performing illegal actions while serving as a director or manager or bankruptcy of a company, whereas the bankruptcy can be attributed to that person. Now, I am not sure if this fits your context, but it would appear to fit. Good luck!!!

By the way, Romain Dictionary of Commercial and Legal Terms offers for Gewerbeberechtigung: the right to carry on a trade or profession or doing business. I believe this confirms my suggestion. You could render it as: "eligible to do business", however if this refers to a manager, I would say "eligible to act commercially".

since a clean business record is not all opne might need, the above more general formulation may be better. E.g. a person's residency status might affect whether he is admissible to do business in a country.
