"Vor Beginn eines Einsatzes (Inland oder Ausland) muß daher eine realistische Planung der Einsatzdauer erfolgen. Die geplante Einsatzdauer bestimmt dan ndie Einsatzarten Dienstreise oder Entsendung und zwar ab Einsatzbeginn."
I know what this means, just can't think of an English equivalent to Entsendung that distinguishes it both from business trip and assignment. (Earlier in the policy a business trip is defined as a "temporary outside assignment," so I don't really want to use either of those terms for Entsendung.)

In calculating the period of posting (on the basis of a reference period of one year from the beginning of the posting), any periods during which the post has previously been filled by another posted worker are taken into account.


2. For the purposes of the Directive, "posted worker" means a worker who, for a limited period, carries out his/her work in the territory of a Member State other than the State in which he/she normally works.

Explanation:
If a Dienstreise is defined as a "temporary outside assignment" (or could it be phrased as a "short-term outside assignment"?), maybe you could use "long-term outside assignment" for Entsendung. "Permanent outside assignment" also comes to mind as an antonym for temporary outside assignment, and, depending on the length of the Entsendung, that might be another option.

In the German you cite, I see only 2 types of trips in the German: Dienstreise (which you say is defined as a temporary outside assignment) and Entsendung (which would then be a longer term outside assignment). Is there a 3rd choice which would be the plain-vanilla assigment?

Schäfer suggests "posting" for entsenden. That might give you yet another alternative if you don't want to use assignment.
