Der Staatsbetrieb schrieb schließlich tiefrote Zahlen. The only thing I think of is "to be in the red". Is there other ways to phrase this?

I think there is a way you can parallel the term "tiefrot" by using "deep in the red". It was the first thing that came to mind when I read your query.
