A service provider is describing a process to replace and update a client's computer workstations. I'm stuck on the term 'Produktbildung' here.

Ok, I've changed my mind: I think it's "product formation" - determining exactly what components will be sold as the product.

One could argue, however, that this "formation" is part of the product's "development". OK, I'll let it rest now. ;-)

Explanation:
I don't completely disagree with the other answers to date, but I think they mean more the process of educating the customer towards acceptance of a particular product.

IMO, to sell such a product as described here the design and development process should already be completed!
