pre-recorded data storage media
Explanation:
Experience. The word "data" is important in the translation and you can leave out "formatted" since the media can't be recorded without having previously been formatted.

Thank you. I had to think a lot about all the answers here. However, I conclude in the end that this answer is the most accurate (which is important, since I am translating a legal document, and the translation has to be officially filed).

(formatted) storage media with data

Explanation:
"pre-recorded" really does not fit data storage, it is used for sound media.

Data storage media, such as disk, harddisks, magentci tapes, and CDs, are formatted, so as to enable the storage of data, and subsequently data is recorded on them.

disagree  John Kinory (X): Thet may be formatted, but that does not imply they are recorded. And ALL date are recorded, ultimately (not just sound).

pre-recorded media

Explanation:
Note that the "data" in Datenträger has a wide range of meaning compared to the English "data", which we mostly use for things like numbers, data bases etc.
To the electronics all recorded information look pretty much alike, weather it be data, music, video or else. And Datenträger is simply a collective term applied to both CD and deverse magnetic storage media.
