Seems to apply to the window as a whole (not just the part that opens, and not just the window frame). A good number of the Google hits seem to come from Austria.
In my context, it is in a list of parts that must be covered before plastering work is carried out:
"Fenster, Fensterstöcke, Türen, Türfutter, Türrahmen, Türzargen, Verglasungen, Sichtbeton-Bauteile, angrenzende Bauteile etc."

Interesting: in my text the word comes under the heading "Innenputz". But "(outer) window frame" seems very plausible in view of the examples I saw on Google, so perhaps my author is using the term loosely.
