I think educational action might be the EN translation for this term.

Asker: Hi Kartik, Thanks for your answer , it prompted me somehow to come up with " learning strategies" This is defined as: “ learning strategies refer to Students' self-generated thoughts, feelings, and actions, which are systematically oriented toward attainment of their goals”.

Learning for competence

I found the same source as Kartik did. But its own title seems to be a better fit than "educational action." http://aei.pitt.edu/43187/1/A6960.pdf

"Lernhandlungen sind zielgerichtete Handlungen, die sich auf bewusste und reflektierte Weiterentwicklung der eigenen Handlungskompetenz beziehen."

Thanks, Tecton, but this appears to be a set term (see my or other German sources). That suggests to me that you can't simply replace it with something as generic as "learning strategy" only because that makes it easier to handle within the sentence. You'd get very little of the term's meaning across that way.

Learning for competence
I agree with Björn that Kompetenz and competence is not the same thing. The English term seems to focus on being skilled at something in a practical sense whereas the German suggests expertise in a broader sense. But the relevant term from that source that influenced my translation is 'Handlungskompetenz' rather than 'Kompetenz.' In my mind, this is where 'Kompetenz' turns into 'expertise' paired with decision-making skills or the ability to make informed decisions. Likewise, Handlungslernen appears to refer to learning activities that are designed to bolster decision-making skills, raising one's level of competence (in handling difficult situations). Obviously, we need something shorter in this context, so how about "practices for decision-making"?

"For the purposes of a qualitative study, I am interested in practices for decision-making in our field."

Asker: Hi Michael, Thanks for your answer. The problem I see with your suggestion is that the survey is concerned with reasons why students chose a particular course. It is really about how they decide in relation to their career aims. It does also go into the pros and cons of distance learning. What do you think of my suggestion of "learning strategy"?
