Immerhin, George Bush hat in Brüssel ein Pendant gefunden: Philippe Busquin, belgischer Sozialist, Physiker und als EU-Forschungskommissar verantwortlich für einen Gesamtetat von rund 18 Milliarden Euro bis 2006. Man solle, sagt er, von den vorhandenen Embryonen Gebrauch machen, denn da liege für die meisten Bürger ein akzeptabler "Ausgleich zwischen dem Risiko des Abdriftens und dem Interesse der Forschung an neuen Therapien". Mit "Abdriften" meint Busquin die europaweit geächtete Herstellung von Embryonen zu Forschungszwecken. Das Verbot des reproduktiven Klonens ist ohnehin festgezimmert in der Grundrechtecharta der Gemeinschaft. Busquin ächtet auch das so genannte therapeutische Klonen: "Nicht alles, was wissenschaftlich möglich oder machbar ist, ist auch wünschenswert."
