Strange use of subjunctive I (or is it a typo): bringe? If at all, I would use Subj. II. Does he do it, could he, would he ...rouse the crowd like nobody else? He sends the crowd into (a) euphoric pandemonium - zum Kochen bringen is really just getting them all very excited IMO; it doesn't say anything about the speaker's intentions although they may be implied.
The "Schützenzelteinheizer" can be but isn't necessarily a "rabble rouser" in the strict, pejorative sense of the word. He (or she) certainly appeals to low-brow sentiments but, in another context, a certain breed of country/pop/folk musician „bringt jedes Schützenfestzelt zum Kochen“, as well.
I want to vote for "rabble rouser", please make the suggestion, Andrew! He's not just someone who is the life and soul of the party, he's a demagogue, someone who can inspire crowds (not always positively) even and especially when the crowd is a beery lot at a fairground.

The guy is simply someone who can move crowds. Whether this is "to advance his interests" as you say, is not a matter of this saying. He simply is a great performer
