A colleague of mine has translated this as "giver of the rate" and when I queried it, he told me that it was in all his legal dictionaries. I have never seen this before and would have said premium payer. Am I wrong?

If you have to choose between the two: Definitely "premium payer" with 731 Google Hits.
And thanks for letting me find a Google Whack: 1 (!) Hit for "giver of the rate" on a persian blog. I wouldn't bet on this one...
