Who's subcontracting to whom here? How would you phrase the bit between *s? The intro paragraph gives a bit of background and shows another clearer user of "untervertrag"-ing.

Empfänger der [Development aid] Mittel ist die XXX [disease prevention organisation], die einen unabhängigen Consultant für die regionale Koordination des Programms unter Vertrag nehmen wird. Der Beginn der Durchführungs-phase wird für Mitte 2005 erwartet.

My understanding is that the consultant contracts the SMOs (er nimmt sie unter Vertrag). The hyphen may be misleading — my educated guess is that this does not refer to a subcontract here.

Actually, I think some rephrasing is required here, because you subcontract work and not companies. What about this:

...selecting social marketing organisations (SMO) for subcontracting purposes on the national level

OR:

...execute subcontracts with social marketing organisations (SMO) on the national level

IMHO (passive phrasing)

a) the consultant will be contracted by XXX and
b) the national SMOs will be selected and (sub-)contracted by the consultant.

So the *ed part would read (using nouns) 'selection and sub-contracting of national SMOs' (probably on behalf/in the name of XXX), or (using verbs) 'to select and sub-contract national SMOs', which is one of the core/main tasks/responsibilities forming part of the consultant's job description.

I should add that I agree with Norbert - \'Untervertragnahme\' should be written without hyphen.

...which means that, although there seems to be a chain-like relationship between client (XXX) -> (main) contractor (consultant) -> and sub-contractors (SMOs), the term \'Untervertragnahme\' itself just refers to the fact that some person or entity \'wird unter Vertrag genommen\' = is contracted (as expressed by Norbert).

The hyphen probably results from the confusion caused by the new German spelling; originally there was supposed to be much more use of hyphens in composite words, but that does not seem to have caught on too much except in a rather inconsistent, wilful way
