I'm working on what is otherwise a relatively basic divorce decree ending the marriage of a German woman to her soon-to-be ex-husband, an American soldier who cannot be located, even by the army. The above appears in a paragraph describing why German law applies in this case. It reads:
"Auf das Ehescheidungsbegehren der Antragstellerin kommt deutsches Recht zur Anwendung. Ersichtlich hatten die Parteien zwar ihren letzten gemeinsamen Wohnsitz in den Vereinigten Staaten. Im Wege der sogenannten versteckten Rückverweisung des amerikanischen Rechts kommt jedoch deutsches Recht zur Verfügung. Eine Rückverweisung dieser Art is bei Staaten mit Domizilprinzip gegeben, weil die Staaten der USA in Ehesachen stets eigenes internationales Recht als lex fori verwenden, wenn sie "Jurisdiktion" im Sinne internationaler Zuständigkeit beanspruchen und damit auch eine gleichartige fremde Praxis anerkennen."

I've found several references to the doctrine of renvoi and lex fori in terms of conflicts of law, which makes sense here, but I'd really like to hear somebody else's interpretation of these terms and an interpretation of the last sentence.
