Explanation:
Pons English/German German/English expert dictionary defines "spruchreif" as something you can talk about, because it is definitive. "Beschlossen" is the verb form of Beschluss = decision. Since I didn't have a complete context I was just guessing that "in Folge" was meant as a consequence of something.
