Explanation:
For the "dinglicher Verwaltungsakt" see link below. This is also called a "sachbezogene Allgemeinverfügung". I would, as has been done before, translate the "Allgemeinverfügung" as general disposition, The "dinglich" is a bit more complex, it basically means whether something has a "öffentlich-rechtliche Eigenschaft". This is difficult, I would propose to translate its as "an object serving a public purpose" or maybe "serving a purpose under public law". I would not translate the Eigenschaft as "characteristic" or "property", I think it rather relates to serving a purpose.

Dinglicher Verwaltungsakt

ist ein gegen alle wirkender V., durch den die öff.-rechtl. Eigenschaft einer Sache oder ihre Benutzung geregelt wird (z. B. Widmung einer Straße, Widmung eines Naturdenkmals, Aufstellung eines Verkehrszeichens). Der d. V. hat keinen bestimmten Adressaten, sondern wird dem Einzelnen gegenüber erst durch dessen Annäherung aktualisiert; er ist häufig Allgemeinverfügung (§ 35 S. 2 VwVfG). Als V. bedarf er einer gesetzl. Grundlage und kann von Betroffenen (§ 42 II VwGO) im verwaltungsgerichtlichen Verfahren angegriffen werden. Der d. V. ist von den allgemein-abstrakten Regelungen (Rechtsnormen), insbes. von Satzungen und Rechtsverordnungen zu unterscheiden. Diese Unterscheidung kann u. U. schwierig sein, da das Gesetz mitunter auch vorsieht, dass die öff.-rechtliche Eigenschaft einer Sache durch eine Rechtsnorm bestimmt wird (z. B. Bestimmung eines Waldes zum Schutzwald durch Rechtsverordnung).
