German term or phrase: polizeimäßig
"Die Verpflichtung des Eigentümers zur Erhaltung seines Eigentums in polizeimäßigem Zustande"
This is the title of a PhD in Law in 1914. I guess it is the historical meaning of "policey" in the sense of the whole system of state-enforced public order rather than the modern police force, but maybe someone out there has the legal/ historical dictionary or knowledge to confirm my hunch.
Thanks, Charlotte
