From a description of a machine for making toothbrushes. The Borstenabteilscheibe is a disk with regularly spaced notches around the perimeter. The disk rotates, and the notches each pick up a number of bristles as the notches pass by the exit opening of a bristle magazine, through which loose bristles are being pushed by a slide. So each notch picks up a little bundle of bristles that are presumably then inserted into the toothbrush.

In response to the suggestion from Klaus (supported by Sueg), I agree that \'dispenser\' is better. However, \'bundle\' should remain, as this is what is being dispensed, and is the correct term.
