This "Restplatzbörse" seems to be some sort of organisation devoted to developing new technology in relation to travel agencies and tour operators, especially those marketing themselves on the Internet. But very hard to think of an English equivalent. I think it's a fairly new concept. It's based in Austria, if that's any help. Your assistance would be most gratefully appreciated. Two problems, basically: 1) How to translate Restplatzbörse?
2) What to do with the "RPB" abbreviation?
