His mathematical skills are remarkable if one takes into account that he was an amateur. He was professor of internal medicine in Basel form 1865 to 1871 and subsequently in Tübingen until his death in 1901. The comparison of two observed frequencies was approached from a Bayesian viewpoint. He objected to the traditional Poisson-Gavarret rule which was based on large sampe asymptotics by pointing out that it is necessary to base therapeutic decisions on the experience with a small number of patients. Seneta and Phipps [Seneta and Phipps 2001] point out that Fisher's test is known to be excessively conservative in the sense that the rejection rate for the claim of equal success probabilities is well below the nominal significance level.
