"Die im Rahmen des Parteiengehörs übermittelten Stellungnahmen wurden in den Endbericht integriert, und die einzelnen Beobachtungen/Mängel einer erneuten Bewertung unterzogen.
Hierbei kam es zu keiner Veränderung der im Erstbericht vorgenommenen Beurteilungen.
Es sind derzeit keine weiteren Maßnahmen erforderlich, das Verfahren wird eingestellt."

I chose to go with a blend of Erika's and Bianca's answer, but could only award points once. I went with "the procedure is to be discontinued". I agree with Erika that "proceedings" may be too legal for this context.

In this context, the term 'procedure' seems to be a better fit, in my opinion. The term 'proceeding' is most often used in the legal context.

.. if I am understanding the context correctly and this is about a legal "Verfahren" being terminated...

(if it's from a judgment or court decision, I would recommend "...shall be discontinued"

the proceedings are to be discontinued

"Are to be" signifies a statement of fact in this context, which is preferable to "shall be", in my opinion.
