Explanation:
Service provider simply did not make sense within your context, so I consulted my trusty Lexirom, and voilà, acc. to Duden, Synomyme: Bedarfsträger = Konsument.

I'm not sure that I'd use "consumer" in this context, but since the German also uses Benutzer, you might not be able to use the term "user" for Bedarfsträger. Would "subscriber" or simply "customer" work within your context?

By the way, the term Bedarfsträger IS listed in v. Renouard, Elektronische Medien & Dienste, and v.Renouard does give
user (organisation) (context: service radio);

Ferretti, WB der Elektronik, Datentechnik & Kommunikation, also lists Bedarfsträger and offers
demand driver (context: econ.)

My suggestion would be to use "customer" or "user" if that works within your context.
