I'm not too worried about the "Hand-" and "Vorort-" sections, but more about "Steuerebene." Siemens seems to like translating it as "control plane," which is why I provide that option, but it sounds too German to me or it might be British terminology that I'm not aware of (I never even try to translate into British English - I can understand it perfectly, but not produce it perfectly). I would personally prefer "control layer" - for the U.S. at least.
