Nothing more to add on a purely translation side, I would select a term from the list provided by wwagner, but an bit more explanantion. The design process is regulated as follows - The customer sets out his requiremenrts in a "Lastenheft" which is then put out to tender. This document is reviewed by firms wishing to tender for the contract and they then produce a "Pflichtenheft" which should be a reflection of the customers wishes modified by the abilities and resources of the supplier. As the supplier will often adopt a "Lastenheft" without modification (<bob_the_builder="Can we do it? Yes we can!"</btb>) the Pflichtenheft stage is often merely a formality.
A general tip - almost all important vocabulary relating to QC processes (which is what this is) is defined, often in English, French and German, in DIN 55350.
