Bus/Financial - Telecom(munications) / Mobile Phone contract

This is from a contract between a Swiss mobile operator and a mobile phone store. The mobile phone store is contracted to activate new contracts for the operator and is paid commission for each level it reaches. However I can't get to grips with this one phrase. Any ideas what Höhe is referring to and how to word this please.
