Si parla dell'Africa nel XIX secolo:

"Es wurden Reformen eingeleitet, die vor allem das Militaer und auch das Steuersystem betrafen aber sich auch Verwaltung und Infrastruktur auswirkten. So entstanden Staatswesen, die man in manchen Faellen - mit einem anachronistischen Begriff - auch ***Entwicklungs- oder Modernisierungsdiktaturen*** bezeichnen koennte, besonders dann, wenn die Reformen vom westlich-europaeischen Modell inspiriert waren wie im noerdlichen Afrika."
