Primeiramente, realizei uma pesquisa e constatei que VERSPRÜNGE é um termo arcaico. Hodiernamente, usa-se VORSPRÜNGE. Também percebi que o texto que você trouxe faz uso de substantivos funcionando como verbos. É o caso de AUFWEITUNG DER PLÄTZE e VERSPRÜNGE DER VORDERKANT. Traduzir-se-ia como:

"A estrutura da cidade de Mannheim, que se assemelha a um tabuleiro de xadrez, serve de analogia: alargamento (ou expansão) com praças e arredondamento dos cantos frontais dos blocos residenciais uns aos outros variam o padrão (composição, esquema)"
