The phrase appears two or three times, each in a somewhat different context, in a section of a document that discusses consolidated financial statements. In the first instance, the phrase is used as a quasi-heading: "Bezogene Leistungen: Bei Abwasser Bremen wurde eine im Jahre 1999 gebildete Rückstellung in Höhe von TDM 1.100 im Jahr 2000 ergebniswirksam aufgelöst." As a second example, it occurs when explaining the increase in the cost of materials: "Der Materialaufwand umfasst im wesentlichen den Energie- und Wasserbezug, den Einsatzstoffverbrauch und Aufwendungen für bezogene Leistungen. Der Anstieg dieser Aufwandsposition . . . ist . . . auf den wachstumsbedingten Anstieg der Aufwendungen für bezogenen [sic] Leistungen von der deutschen Telekom durch die CNB zurückzuführen."

Thanks to everyone for their replies. Everybody had valid translations, really, and I had also been using "services purchased/purchased services" until I had to find a way to fit that into the heading where it mentioned the reserve that one company realized as income in 2000.

The giveaway is "Aufwendungen für bezogene Leistungen". This appears in the Notes section of many German corporate annual accounts, as part of the Materialaufwand item in the GuV. VW, VIAG, Duales System AG, VAW, Deutsche Post AG (to name but several) have this as "cost of purchased services" in the English editions of their annual accounts.

I would prefer to take "services" in any case because "goods" does not fit for water, power or whatever in that context. Further on, they are not simply selling it, but they are providing it which in my eyes is a kind of service.
