German term or phrase: Garantiemengenjahr

I found the term "guaranteed quantities" on EU pages. My problem is how and where I should integrate the "Jahr" in the sentence. Anyone got a good idea? TIA

guaranteed quantities year
Explanation:
To me, this reads as the last year in which guaranteed quantities are laid down, and this is how I would express it.

Notes to answerer
Asker: How I read it is that the Garantiemengenjahr willl continue beyond 2014/15 but the milk quota regulation will cease to exist at the end of the respective year.
