This is part of a 'Häcksler'. The farmer complains of 'Vibrationen und Geräusche vom Gebläse. Auswurfturm vibrierte so, daß er hin und her flatterte.'

The device on our snowblower through which the snow is discharged is called a "chute". It is longish and curved upward so as to expedite the snow as far away from buildings, walkway, driveway, etc. as possible. A similar device would be attached to the cutter you refer to, depositing the cut straw in the intended location.
