I came across this term in a technical report for a cable TV plant.

Context:
Die AWG Siedlung in der Rathenaustraße umfasst ca. 600 WE mit einem Leerstand von ca. 20%. Die Blöcke sind saniert. Ein Rückbau ist nicht geplant.

Attempted translation/explanation of problem:

I'm not sure whether the author means that the "Sanierung" mentioned will not be reversed i.e. "reversal of constructional changes" as per glossary OR whether despite the 20% "Leerstand", a "downsizing" is planned but that would probably be "Abbau"

Anybody have any thoughts?

Here, the problem seems to be that 20% of the apartments (WE = Wohneinheiten) are empty/vacated, a fact that may lead to considering partial demolition of the complex. Sounds like East Germany, if you ask me.
