The text concerns a child's swing which is round and the base is made of an aluminium ring wrapped in thick rope. The centre of the swing, the seat surface, is described as a "Siebdruckplatte". I think it may be made of rope or some woven material hence "Sieb" but not sure about the "druck" part.
