Koenig doesn't only mean king - and kings are not usually elected!

Have a look at these two websites, which explain the system. It's news to me as well, but appearently the kings were elected at that stage.

German kings WERE elected - the idea of absolute and god-given royalty came much later. see link below, short explanation as given for Bavarian history teachers

Für die Wahl eines deutschen Königs waren die Abstammung aus der richtigen Familie (das Geblütsrecht) und die Bestimmung (Designation) durch den Amtsvorgänger entscheidend. Die meisten Könige wurden vom Vorgänger designiert und danach von den adeligen und geistlichen Würdenträger nach einem festen Ritus gewählt. Zwischen 1356 (Goldene Bulle) und 1806 war für die Königswahl ein festgesetztes Kollegium zuständig, die sieben Kurfürsten, die mit einfacher Mehrheit entschieden.
