German term or phrase: Lieferscheinkunde/Vertragslieferant
A unterstützt B durch zentrale Einkaufskonditionen bei Vertragslieferanten im Bereich Shop und Autopflege sowie Betreuung, Risikoabdeckung und Rabattstützung von Lieferscheinkunden.
Lieferscheinkunden are described as those who are invoiced monthly.
I could use help with the whole sentence. A company is supporting managers who run service stations. What about Autopflege? Not to do with car maintenance but more to do with car-wash facilities, i.e. looking after your car.

English translation:see below
Explanation:
Autopflege=automobile/car/vehicle care,
which enc. waxing, washing etc. in Muret-Sanders Autopflege und Betreuung
are called tech. upkeep and maintenance/servicing; I would translate
it as care and servicing, because I think that care is more the meaning of
washing and waxing.
Lieferscheinkunde--is a customer who has
better payment terms i.e. 30 days net or
2%discount when the invoice is paid right away. He is not a COD customer.
Lieferschein=delivery note/ticket which
the customer gets issued and signs, his
bill comes later. I found the term Company service receipt,but I don't like
it, but I do like the term receipt. Basically it is the American equivalent
of a customer who has an account with
a certain supplier, so maybe the term
account customer or client/customer on
account basis would work.
Vertragslieferant=authorized supplier/contract supplier/distributor,
but I like authorized better than contract.
Therefore the sentence could start like
so:
A supports B through centralized purchasing conditions with authorized suppliers in the area of . . .

Tentative solution: concessionaires?

Explanation:
Lieferscheinkunde are those who only have to sign delivery receipts for every order because the invoice comes at the end of the month; these would usually be clients with a contractual relationship to the distributor (but there are cases in which no contract is needed, so that makes it problematic.)
Vertragslieferant: contractual supplier (the regular supplier).
Autopflege: Car care, you see it on service stations all the time.

contract customer / contract vendor

Explanation:
I'd be careful with concessionaire, that's a Konzessionär in German.

I did find a variation of Vertragslieferant in Der grosse Eichborn, which does bear out contract vendor. Vertragshändler are usually authorized dealers, but your Vertragslieferant seems to go beyond that. The company has a contract with the vendor to deliver [whatever], probably at a better price and at favorable conditions that are negotiated for all participating service centers.

As for Lieferscheinkunde, a Google search netted only one single hit. In analogy to contract vendor, I thought contract customer might work. I did find some hits for contract customer that fit the bill. This particular merchant (see URL below) offers different pricing structures for contract customers and non-contract customers.
Car care seems fine for Autopflege.

Explanation:
I hope this helps:

Vertragslieferant:
Why not "contract supplier"? (not verifiable)

Lieferscheinkunde:
Why not "regular customer"? - as there is not always a contract, I don't think you have to be technical about it.

As you "could use help with the whole sentence", here is how I would translate the sentence - for what it's worth (I admit that "car care centre" is my own invention):

A supports B by making [the product(s)] available from centrally located shops and car care centres, whose proprietors are contract suppliers, and by offering service, risk coverage and discounts to regular customers.

Liegerscheinkunde

Explanation:
When managing a UK Service Station we used to call them "Trading Account customers". ergo:
A supports B by means of centralised purchasing from appointed suppliers in the areas of Shop and Car Care in addition to Service/Care, risk coverage and discounts for trading account customers.
