I did find a variation of Vertragslieferant in Der grosse Eichborn, which does bear out contract vendor. Vertragshändler are usually authorized dealers, but your Vertragslieferant seems to go beyond that. The company has a contract with the vendor to deliver [whatever], probably at a better price and at favorable conditions that are negotiated for all participating service centers.

As for Lieferscheinkunde, a Google search netted only one single hit. In analogy to contract vendor, I thought contract customer might work. I did find some hits for contract customer that fit the bill. This particular merchant (see URL below) offers different pricing structures for contract customers and non-contract customers.
Car care seems fine for Autopflege.
