Mitläufer can also mean "those who are also in the race" - like the "water bearers" in Tour de France - i.e. they make a creditable effort but they do not belong to the elite.

Explanation:
Mitläufer is not listed in the Romain dictionary which usually has everything. They give you Mitunternehmer as the nearest equivalent, = joint contractor.
I would certainly not be tempted to translate it as hangers-on or those who jump on the band- waggon, which is what the word actually means.
