This sounds like the sob story currently being told by some German electricity providers. Maybe your text is a press release or annual report from one of them. The market price for electric service dropped dramatically here in Germany last year as the market was deregulated. Of course revenue then dropped but the electric utility companies were not able to cut costs quickly enough to maintain their old robber baron profit margins for the period during which the price fell. They want the reader to hope that the situation will be better during the next reporting period but at the same time not really promise anything.

"on an accrual basis" is from Hamblock/Wessels "Großwörterbuch Wirtschaftsenglisch" - "within the period under review" is from me.
