Just a quick note to say that I agree with uel. At least in the U.S., special elections can be held for a variety of reasons, including to fill a vacancy created by extenuating circumstances. Sometimes they're used to vote on things like the terms of office of public officials. My Romain gives the term "by-election," which resulted in over 32,000 hits on the Northern Light search engine, one of which I listed below. All of the hits that I glanced at, 20 or so, showed by-election being used specifically to refer to filling vacancies. At the same time, all of those web references were for English-speaking countries other than the U.S., so your choice might depend on your audience and how specific you need to be.
