Not much context, just that it is obviously a system for a control centre? Or rescuse service? And that it has to do with balancing the books perhaps? Not so hard, but I would love an exact and perfect trans!

rescue services billing/invoicing system


Explanation:
It is a sort of settlement/accounting system, but I think it is one for the specific function of invoicing/billing rescue services to the health insurance organization or other establishment responsible for payment. As far as "emergency services" goes, in English, this term also includes emergency gas, electricity and water, which do not come under the term "Rettung".

Explanation:
The term accounting seems to fit better in this sense. Other more specific terms like billing statement, invoive don't fit.
Accounting on the other hand leads to Rechnungsführung, Rechnungswesen, Rechnungssystem, Buchhaltung, Buchführung, Finanzbuchhaltung etc.
