German term or phrase: Regelwerke
I come up with "regulators" or "control equipment", neither of which make sense in the context: "Alle Management-System- und fachbezogene Regelwerke werden zentral in einer Normauflistung verwaltet und unterliegen jaehrlich dem Aktualisierungsdienst durch den QMB."

English translation:standards / rules and regulations
Explanation:
I'd suggest s.th. along the lines of "standards" or "sets of standards", "rules and regulations", "compendium of rules [and regulations]" or some such.

While the term "Regelwerke" is quite frequently used and refers to a set of rules or standards, it is not listed in Duden, Wahrig, or any other dictionary or encyclopedia that I could lay my hands on. I would not use guidelines in this context as Regelwerke is often used in conjunction with Gesetz and/or Norm. Standards and/or Rules and Regulations would thus be a better choice.

Hope this helps a bit -

Explanation:
I found a large number of Regelwerke, among them a quite illustrative one:

www.gueteschutz-betonbauteile.de/regelwer.htm.

REGELWERK
Technische Regeln – Grundlage der Überwachung und Zertifizierung

1. Verzeichnis der Normen
2. Weitere Bestimmungen
Richtlinien und Merkblätter
Öffentlich-rechtliche Bestimmungen außerhalb der LBOs

Eurodicautom says that a Regelwerk is a comprehensive body of legislation, but as appears from the example, legislation does not have to be involved. Ás far as I can see from the Google hits, a Regelwerk is a collection of all rules, regulations and standards relevant to a certain field.

I think I should say something like

... all rules, regulations and standards pertaining to management systems and the various disciplines and professions ....

Explanation:
"Der Grosse Eichborn" lists the singular form Regelwerk 'set of rules'.
