Explanation:
unfortunately I can't remember too much about the accounting course I did, but I think cost driver is the term you need.

cardholder account

Explanation:
I admit that I am no accounting expert - but I think "Leistungsverrechnung" is the name of an account.

At http://www.usu.de/Produkte/IT_LV/ - which is bilingual - I found this text under IT-Leistungsverrechnung:

Was kostet Ihre IT wirklich?

And in English (under IT chargeback:

At What does your IT really cost?
USU ValueControl® is a standard tool for charging complex services. Its primary areas of application are charging and accounting for IT services. The entire IT costs, i.e. costs of hardware, software and staffing, are calculated. These costs are then accurately charged to the individual specialist departments right down to cost centres.

Could Leistungsverrechnung be chargeback?

According to Eurodicautom, chargeback is Ausgleichsbuchung in German.

No, this doesn't fit into the context.

However, the Eurodicautom definition of chargeback was

"issuer-generated reversal of all or a portion of an amount previously posted to a cardholder account"

As far as I can see, cardholder account is the term you need.
