Executive corresponds better to 'Kader' (you do not have to be a manager) but it being an adjective makes it less well-sounding.

Explanation:
Kaderschmiede is a military term as is staff college. It is the civilian equivalent for fast tracking middle management with high potential. Henley college in UK though seems to have dropped the 'staff' these days.
