relocation / development of the existing infrastructure Explanation: This is a difficult one, because of the unbelievably beautiful convolutions the author goes through to write "important" German. Verortung = relocation The key is "räumlich", i.e; to spatially relocate. "reorientation" is another possibility that may fit the context. Bestand = existing items (for instance in stock).
